According to Mr Miao Zhimin an official of Ministry of Industry & Information Technology introduced the main principles of the 12th Five Year Plan on steel industry

He said “Despite overall planning on M&As and backwards elimination, we should uplift products quality and lower the logistic cost on the premise of increasing production capacity. Moreover, we should optimize the industry layout, transportation advantage, environmental capacity and energy resources security conditions.”

He said “Despite the achievements made during the 11th Five Year Plan such as relocation of Shougang & Chongqing Steel and the costal steel projects in Bayuquan, the future industry layout yet needs more adjustments, from a positive development perspective.”

By his introduction, the plan will promote steel base construction in South East China, represented by Zhanjiang, Fangchenggang and Fujian Ningde.

In West China, like Xinjiang and Yunnan, mineral resources, energy and market related would be explored and used.

Meanwhile, resource advantage in Southwest of Sichuan province will be fully utilized to develop a characteristic steel industry with comprehensive utilization.
