It is reported that Chengdu, the capital city of Sichuan a province in west China, has carried out a string of measures to rectify and close obsolete capacity in steel, cement, power and coal cutting industries and made evident achievements.

During the period of 11th Five Year Plan, the energy consumption per unit of industrial added value of the municipal scale sized enterprises has dropped from 1.89 tonnes of standard coal per CNY 10,000 to 1.52 tonnes of standard coal per CNY 10,000 down by 11.4%YoY. Besides, COD and sulfur dioxide was cut 9979 tonnes and 50418.5 tonnes respectively.

6 steel mills and 10 small rolling plants have been shut down in the city and those poor, heavily polluting and high energy consuming production techniques and equipments have also been completely removed.

The local government funded a total of CNY 330 million from October 2007 to the end of 2008 in closing 44 small cement producers with backward capacity of 9.375 million tonnes. It also closed six heat engine plants in the surrounding area of the city and another three in the downtown since 2005 eliminating 496,500 tonnes of capacity.

In coal mining industry, the local government closed and rectified a total of 383 coal mines with capacity of 5.7 million tonnes by the end of 2008 and decided to make a full scale retreat from coal mining industry by ending the remaining 9 by the end of this year. By now, 6 have been shut down with the left 3 slated to cease production by December 15th.
