According to Mr Wang Yaming Deputy Director of the Provincial Development and Reform Commission as it is located near the sea and boasts large environmental capacity Zhanjiang will be developed as the steel base in Guangdong province during the 12th five year plan period. All the steel mills will also be moved to Zhanjiang considering the ecological structure.

According to the plan, the total investment in the province would value CNY 3500 billion and that for the six major projects would reach CNY 2300 billion which covers the building of infrastructure, modern industry, urban and rural construction, green ecology, insurance and security of people and culture promotion amongst which infrastructure construction would take up 1523 billion and modern industry 536 million.

The projects in infrastructure construction mainly include the building of transportation like the railway between Shenzhen and Maoming and the speedway between Guangzhou and Lechang, the construction of energy supply system like Lingao nuclear plant II, Huarunhaifeng power plant and coastal LNG terminal etc water conservancy and information networks.

By 2015, the mileage of subway would reach 5000 kilometres among which city subway would cover 700 kilometres and speedway 6500 kilometres. The passing capacity at ports would reach 1.3 billion tonnes and the capacity for airway transportation would register at 120 million people per year.
