China shifted from a net importer of steel products to a net exporter in 2006. China’s steel export maintained a rapid momentum in 2007. Meanwhile, the Chinese government promulgated series of policies to control steel export, arousing disputes among market participants.
Analysis of Demand in Domestic and Overseas: Global steel demand will remain strong in 2008. Apart from major destinations like EU, Korea and the US, Iran, Saudi Arabia, United Arab Emirates and Syria in the Gulf region will also import more steel products from China. The European Confederation of Iron & Steel Industries expressed explicitly that steel raw material supply at European market was far from sufficient and imports from China could just offset the gap.
Analysis of restrictive factors: Given the dual-drive from domestic and overseas demand, China’s steel consumption will reach or even surpass 600 million tons (full scale range), or no less than 550 million tons for crude steel (including export), in 2008, up by at least 10% in 2007. Meanwhile, anti-dumping investigations against Chinese steel products are increasing; the margin of domestic steel industry is squeezing by the falling US dollar and the higher costs of iron ore, oil and ocean freight. Moreover, the Chinese government is strengthening the policies on energy saving, emission reduction and eliminating backward production capacity. These will be the new potential restrictive factors for Chinese steel export.
