
Mr A Sai Prathap minister of state in the ministry of steel has said that in case of Bokaro Steel Plant of the Steel Authority of India Ltd lands for setting up the plant and township were acquired by the then government of Bihar through a series of notifications. It was then agreed in principle that at least one member of the displaced family would be given employment.
In a written reply in the Rajya Sabha on December 10th 2010 he said as of now, BSL has provided employment to more than 16000 displaced persons which is significantly more than 6019 number of families categorised as originally displaced as per the compilation of the Director of Employment & Training in 1972. There have been demands for employment from persons belonging to 2nd/3rd generation of land owners even after four decades of land acquisition.
Some groups have formed different associations under the banner of which they resort to dharna/demonstrations from time to time. However, both the High Court of Jharkhand and the Supreme Court have termed such appointment as unwarranted and unconstitutional.
In line with Supreme Court and High Court directives, BSL has stopped providing appointment to displaced persons. However, BSL management continues to provide several concessions like inter-alia relaxations in upper age limit and exemptions from payment of application fees to displaced persons, other things being equal, in employment against open advertisement.
