Mr GK Vasan minister of shipping informed the Lok Sabha that government has framed the model documents for award of contract for projects on Public Private Partnership basis for Major Ports to bring uniformity and transparency in the bidding process. The following three model documents have been developed:

1. Request for Qualification which stipulates the minimum technical and financial capacity of the prospective bidders to qualify for the bidding stage

2. Request for Proposal which stipulates the terms and conditions for inviting the financial bids from the short listed bidders

3. Model Concession Agreement which contains the terms and conditions for the contract which is entered into by the Concessionaire and the Concessioning Authority for the PPP Project.
