Indian iron ore mining mess - Odisha asks IBM to furnish list of registered mine owners

With a view to ensure effective monitoring of movement of minerals, the state steel & mines department has asked the Indian Bureau of Mines to furnish list of mine owners, traders, stockiest, exporters and end users that have registered themselves with the Central government agency.

The department has stated that many stakeholders are yet to apply for registration with IBM which is mandatory under the amended Rule 45 of Mineral Conservation and Development Rules 1988 notified by the Union mines ministry.

Mr AK Rath additional secretary (steel & mines) in a letter to Regional Controller of Mines, IBM Bhubaneswar said that “As per the amended Rule 45 of Mineral Conservation and Development Rules 1988 which have been notified in the Gazette of India on February 9th 2011, it is mandatory for owner, agent, mining engineer or manager of every mine or any person or company engaged in trading or storage or end use or export of minerals to apply for registration number online and get themselves registered with IBM. It is also necessary to quote the registration number in all types of transaction related with minerals, beginning from producers to end users.”

Mr Rath pointed out that with many stakeholders yet to apply for the IBM registration, the steel & mines department is unable to monitor movement of minerals effectively.

The department has urged IBM to provide two separate lists-one for the mine owner, agent and mining engineer and the other for person or company engaged in trading or storage or end-use of export of minerals.

It may be noted that the department had asked all mine stakeholders to get themselves registered with the IBM by January 15 failing which e- permits would not be issued.

Sources said the issue of permits to the Joda mining circle will be through by January 9 while that in Koira sector will be completed by February end.
