
Re structured APDRP was approved as Central Sector Scheme on July 31st 2008 with total outlay of INR 51,577 crore. The focus of the program is on actual, demonstrable performance in terms of AT&C loss reduction. The coverage of program is urban areas towns and cities with population more than 30,000 (10,000 for special category states). Private distribution utilities are not covered under the program.
Projects under the scheme are taken up in two parts. Part A is for establishing IT enabled system for energy accounting / auditing and SCADA for big cities whereas Part B is for regular distribution up gradation & strengthening projects. The outlay for Part-A is INR 10,000 crore and that for Part-B is INR 40,000 crore.
Part-C of the program is an enabling component for implementation of R-APDRP. Provision of INR 1,177 crore through GBS (Grant) has been provided in the scheme. Under Part-D of the scheme, there is provision for incentive for utility staff in towns where AT&C loss levels are brought below 15%. There is provision of INR 400 crore (Grant) for this purpose.
Part-A (IT) projects worth INR 5196.50 crore covering almost all the eligible towns (1402 Nos) in 29 states / UTs have already been sanctioned. No more projects are expected to be sanctioned.
Only 60 towns are eligible for Part-A projects. So far all 60 SCADA projects worth INR 1385.87 crore have been sanctioned.
1100 towns are eligible for Part-B projects. So far 1039 Part-B projects worth INR 23658.18 crore have been sanctioned.
