
Kinder Morgan Energy Partners and Valero Energy Corp plan to build and operate a 136 mile pipeline to transport gasoline, jet fuel and diesel from refineries in Norco, La to a hub in Collins.
The Parkway Pipeline, 16 inches in diameter, will have an initial capacity of 110,000 barrels per day with the ability to expand to over 200,000. It will take fuels to Southeast markets served by the Plantation Pipe Line, which Kinder Morgan owns a 51% stake in and operates.
The USD 220 million project is expected to be in service in mid 2013. It will follow existing utility rights of way wherever possible to minimize environmental effects.
Also, Shell Pipeline Co said it is considering building a new pipeline, one designed to move crude from St James, La to the refining hub around Beaumont and Port Arthur, a project known as Westward Ho.
The project is designed to find a market outlet for increases in production from the Gulf of Mexico's deep waters. It would complement infrastructure being built in St James and Clovelly, La.
The Westward Ho investment will largely depend upon a favorable response to Shell Pipeline's plans to reverse the Houma-to-Houston pipeline.
The new pipeline would allow for the distribution of about 900,000 barrels per day of crude. It could begin service by early 2015.
