
The general sentiment in Europe is that market could eventually be in position to raise the head up a little bit and prices be also able to increase their levels from last period bottom.
However the deep financial crisis of all EU is basically jeopardizing such revival spirit.
Everybody is betting that prices, repeat mainly that ones of HR, have reached the bottom and producers seems in a defying mood as they are refusing further discount even in front of important quantities.
This kind of "Maginot" has been erected before the EUR 450 per tonne basis parity and some voices are suggesting that main EU producers would be ready to ask for a EUR 10 per tonne increase by beginning of this week.
On the other hand long products have lost their momentum as prices have again plunged below EUR 500 per tonne effective EW prices. Bids for exporting are given at prices well lower than EUR 500 per tonne FOB stowed Med ports, ie around EUR 480 for de bars and EUR 490 for wire rod.
What is significant is that these prices are for Algerian destination that is the best for EU producer due to duty free that is giving an advantage of 15% versus outside EU producers. There are now negotiation and discussions going on between Algeria, EU and other interested countries such as Turkey and Ukraine because Algeria would like to put import duty also on EU origins to protect domestic de-bars and wire rod producers. If this will happen and we are not that far from implementing it, Italian and Spanish producers will have very bad times in front of them as they'll be left alone in the middle of the Coliseum fighting against the Turkish and Ukrainian lions and tigers.
