There have been attempts here and there by some of the European steel mills last week to hold prices at least unchanged but with some of them announcing substantial increases.
Contradictory signs are coming from Italian Mills willing to export billets. While nominal prices are quite high in the range of EUR 425 per tonne to EUR 440 per tonne FOB ST but rumors of some mills having booked at EUR 410 per tonne to EUR 415 per tonne because of empty December order books
On the other hand, it is reported that a section mill in Italy has recently announced EUR 40 per tonne hike for December sales for all their H and IPE's range. But the reaction has been tepid amid concern about what Spanish competitors would decide.
Some mill in Southern EU has attempted a hike of EUR 10 per tonne to EUR 15 per tonne. The current levels at EUR 450 per tonne basis parity seems feeble in the light of cheaper import offers from CIS and Ukraine.
HRP from domestic mills are being offered and booked in S355J2+N as low as EUR 570 per tonne delivered while quality S275JR is offered to prime customers at EUR 550 per tonne to EUR 40 per tonne EXW. Import levels are ranging between EUR 515 per tonne from Chinese mil whereas Indian mills are offering EUR 540 per tonne to EUR 550 per tonne CFR FO. However buying remains residual with stock holders and distributors avoiding sizeable bookings amid concern of possible further price decrease.
Slab prices are still around USD 550 per tonne to USD 560 per tonne CFRFO that even at an exchange rate of 1.33 is giving an equivalent of EUR 413 per tonne to EUR 418 per tonne. Considering logistic and transformation costs of around EUR 110 per tonne to EUR 120 per tonne, it seems that rerollers are still able to make a break even or even to still keep some margins.
