Reuters reported that South Korea's state run Public Procurement Service plans to build stockpiles of minor metals and rare earths over the next 4 years.

Mr Hwang Young Soo PPS commodity market strategist said that "We have a long term stock piling plan by 2015, for minor metals and some rare earths."
