Egypt State Information Service reported that the National Council for Production and Economic Affairs recommended continuing the policy of balancing the geographical distribution of steel plants all over Egypt and promote the establishment of these plants in Upper Egypt through giving special incentives for investors in these areas.

The council also recommended expanding the cement industry to meet the increasing growth rate in construction, particularly as the raw materials are available locally.
