The Chinese government may pilot the long discussed new coal resource tax to be levied by means of ad valorem in the fourth quarter of 2012, if the trial scheme gets nod from relevant government departments.

According to the preliminary discussions, insiders noted, the first batch of pilot provinces may include Henan, Xinjiang and Inner Mongolia. Whether the coal rich Shanxi will be on the list is uncertain.

Presently, China collects coal resource tax based on quantities with CNY 8 per tonne on coking coal and CNY 2 per tonne to CNY 4 per tonne on other coals, differentiating by regions.
