ET reported that Mr Madhu Koda never claimed to be a dynamic leader. But as a minister for mines and later as chief minister of Jharkhand, he set new benchmarks in administrative dynamism.

In one instance, Mr Koda cleared 48 mining licenses in a single hour. Over the three and half years that he lorded over the mines portfolio, the state signed memoranda of understanding worth INR 1,61,708 crore with private parties to set up sponge iron factories and steel plants.

Mr Koda also renewed or issued fresh licenses to at least 150 miners.
