
According to Mr Leonid Kosianchuk president of the Association of Ukrainian Fuel Market Players government proposals to considerably increase excise duties on petrol violate the principle of economic incentive, in which differentiated rates stimulate the production of fuel of higher quality and the upgrade of oil refineries.
An association report signed by Mr Kosianchuk reads that "It's absolutely not important what the sulphur content of if petrol produced by you. It's better not to talk about the production of petrol of 98 octane and higher, EUR 200 per tonne."
He said that the creation of ill-considered draft laws for the fuel market threatens its development and creates the preconditions for doubtful practices in the sector.
