Yurubcheno to Tokhomsk oil pipeline to be connected to ESPO

Itar-Tass reported that the oil pipeline from the Yurubcheno to Tokhomskoye filed in the Krasnoyarsk Territory will be connected to the Eastern Siberia to Pacific Ocean oil trunk line near Taishet.

Mr Vitaly Kirichenko first deputy mayor said an additional pumping station will be built with its own reservoirs near the already operating Taishet head oil pumping station of the ESPO.

The Yurubcheno-Tokhomskoye oil and gas condensate field the license for the development of which belongs to Rosneft is located in the north of the Krasnoyarsk Territory and is one of the basic fields for the ESPO system that is currently under construction. The proven and prospective oil reserves of the field exceed 500 million tonnes and its putting into operation is planned for 2013.

The length of the pipeline to the ESPO will reach 630 kilometers it will run through the Nizhneingashsky and Boguchany districts of the Krasnoyarsk Territory and the Taishet district in the Irkutsk region.

At present the hydrocarbons recovery on the route of the first stage of the oil trunk-line running from Taishet to Skovorodino in the Amur region is made at the two large deposits the Verkhnyaya Chona and Talakan fields. It is also planned to commission several more fields in the Baikal area and in Yakutia.

The Management Centre of the project for the construction of the ESPO oil pipeline system said on Monday that an oil loading complex for oil transportation by rail to the specialized sea oil terminal Kozmino in the Primorsky Territory has been built at the Skovorodino station on the Trans-Siberian Railway.

The complex consists of a tank farm with the capacity of 80,000 cubic meters where commercial oil will be stored and pumps for its pumping to the tank car loading rack with the capacity of receiving 82 tanks simultaneously. Under the project the complex is equipped with all means of industrial and ecological safety it has the fire alarm and automatic foam extinguisher system.

The oil loading facility at the Skovorodino station is an important part of the first stage of ESPO consisting of 2,694 kilometers of linear pipeline from western boundaries of the Irkutsk region to the Amur River banks, seven oil pumping stations and a modern port on the Pacific Ocean. The capacity of this stage is 30 million tonnes of hydrocarbons transported annually.

The second stage of the ESPO pipeline will run through the Amur region, the Jewish Autonomous Region, Khabarovsk and Primorsky territories. The 1,963 kilometers pipeline is expected to be built within 14.5 to 17.5 months. But the final timeline has not been approved yet. About 220,000 tonnes will be supplied to the pipeline this year, including 180,000 tonnes from Talakan and about 40,000 tonnes from the Verkhnyaya Chona field.

A total of 822 kilometers of the ESPO-2 pipeline will run in the Amur region, 324 kilometers in the Jewish Autonomous region, 274 kilometers in Khabarovsk territory and 570 kilometers in Primorsky Territory. A 1,067 mm pipe will be used from Skovorodino to Khabarovsk and then 1,020 mm to Kozmino to provide for possible supplies of to up 10 million tonnes of oil to oil refineries in the Khabarovsk Territory.

The pipeline from Skovorodino in the Amur region to Kozmino in Primorsky Territory will run along the southern route of 1,963 kilometers outside the specially protected areas and tectonic faults. The route runs along the Trans-Siberian Railway. Although the northern route is 60 kilometers shorter, specialists have rejected it because of the challenging mountain terrain, seismicity of up to 7 to 8 points and overlapping with the Bureiskaya hydropower plant construction area.

Continuous power supplies to the ESPO-2 facilities will be guaranteed by the use of backup sources as well as mandatory autonomous power supply capacities. A single computerized system ensures remote control of all processes and oil transportation. The oil pipeline will be provided with mixed control systems using state of the art technologies including satellite ones.

The port in Kozmino will be the final point in the Eastern Siberia Pacific oil pipeline. The first phase of the port will be capable of handling 15 million tones of hydrocarbons. A pier of more than 400 meters will be built in the bay for oil tankers with a carrying capacity of up to 150,000 tonnes to moor.

The first phase of the seaport is expected to be commissioned in December 2009. Then the second phase of the project will be launched. It will be capable of receiving tankers with a carrying capacity of up to 300,000 tonnes. Once completed, the seaport in Kozmino will be able to transport 50 million tonnes of oil a year.
