Process Plant & Machinery Association of India said that "We refer to the initiation of anti dumping investigation on imports of Hot Rolled Flat Products of Stainless Steel originating in or exported from European Union, Korea RP, South Africa, Taiwan and USA. We are shocked to observe that Commerce Ministry has once again started an investigation on the behest of a family owned monopoly company which is upsetting the business plans of hundreds of downstream process plant manufacturers."
It added that "Our nation has set the agenda to create excellent infrastructure which means investments in Petrochemical, water treatment, Energy, Oil & Gas, Automobiles, Heavy Equipment manufacturing for the emerging critical segments of nation. Our members manufacture equipments for these segments in India and also to meet the competitive global demand through exports."
Process Plant & Machinery Association of India said that "Our members are in the field of producing plant and equipments with the hot rolled flat products and from the design, safety, quality and productivity perspectives, we have to use the sheets and coils in widths as high as 2 metres and plates in widths as high as 3 metres. Unfortunately due to non availability of our specific required dimensions in all grades of stainless steel including the complainant's grade 304, our members have been sourcing the stainless steel HR products from global manufacturers like Outokumpu, ArcelorMittal, Acerinox etc since many years. One of the reasons for sourcing the specified grade of steel is due to the non availability in the domestic market from the monopolistic producer."
It added that "We want to make you aware that the scope of product under investigation is not correct because the sole petitioner Jindal Stainless Limited can manufacture only up to width of 1250mm and cannot offer widths beyond 1250mm in HR under any conditions. It is technically impossible for them to manufacture higher widths and the same has been notified by you in the stainless steel CR case notification released in November 2009. Therefore we request you to kindly exclude products which are beyond 1250mm in width. Our members reserve the right to participate in the investigation to defend the imposition of duties on 304 grades beyond 1250mm and other special grades which are not manufactured by the Domestic Industry."
