India’s Director General of Trade Remedies has initiated Anti-Dumping Sun Set Review investigation concerning imports of Aluminium Alloy Road Wheels originating in or exported from China, Korea and Thailand.DGTR received an application dated 30 April 2021, on behalf of JJF Castings, Maxion Wheels Aluminium and Steel Strips Wheels requesting initiation of midterm review investigation of anti-dumping duty imposed on imports of Aluminium Alloy Road Wheels to examine the need to re-evaluate and enhance the anti-dumping duty levied against imports of the subject goods when exported by the Dicastal Group, comprising of CITIC Dicastal, SMX Dicastal Wheel Manufacture, Qinhuangdao Daikaxinglong Wheel Manufacturing, Qinhuangdao Xinglong Wheels and Binzhou Movever Dicastal Wheel, originating in or exported from China. Further, the applicants also submitted that since the Designated Authority had resorted to sampling in the earlier investigation and the anti-dumping duty for the following producers were determined on the basis of the margins for the Dicastal group, the duty for Zhejiang Jinfei Kaida Wheel, Shandong Shuang Wang Aluminium & Zheliang Shuguang Industrial also needs to be enhanced.Anti-dumping investigation with respect to Aluminium Alloy Road Wheels originating in or exported from China PR, Korea RP and Thailand was initiated on 10 December 2012 to examine the nature and the extent of dumping and its injurious effect on the domestic industry. DGTR recommended imposition of definitive anti-dumping duties on 22 May 2015 for a period of five years. Before the expiry of five years, the Authority initiated a sunset review investigation on 10 August 2018 & recommended continuation of anti-dumping duties for a perioi of five years.The product under consideration in the present limited mid-term review investigation is Cast Aluminium Alloy Wheels or Alloy Road Wheels used in Motor Vehicles, whether or not attached with their accessories, of a size in diameters ranging from 12 inches to 24 inches. The product under consideration is classified under Chapter 87 under sub-heading 870970.
