The Government of the Sakhalin Region, ROSATOM and Gazprom have signed an agreement on cooperation in the field of hydrogen energy, which outlines the main steps for the hydrogen production complex project implementation on Sakhalin Island. The parties intend to cooperate in order to establish hydrogen production on the island of Sakhalin using steam methane reforming with further carbon dioxide capture, supply natural gas to produce the new fuel, and organize a system of product supply to foreign markets and to consumers in the Sakhalin Region. The Russian nuclear industry has a significant technological and research potential for the development of the main hydrogen production methods - electrolysis and steam methane reforming with CO2 capture technologies. Rosatom aims to develop low-carbon technologies of hydrogen production and storage and to participate in pilot hydrogen projects in Russia and abroad.The development of hydrogen energy is one of the priorities of the Energy Strategy of the Russian Federation until 2035. Today, the Russian regions play an important role in the establishment of this export-oriented industry of the economy. The Government of the Sakhalin Region is interested in the application of hydrogen technologies in various economic sectors, creation of a large export-oriented hydrogen production, and development of unique competences in the region to be recognized both on the national and global hydrogen markets.On April 23, 2021, within the framework of the Sakhalin Region Open Doors Day for investors, the Ministry for the Development of the Russian Far East and Arctic, the Government of the Sakhalin Region and ROSATOM signed an agreement of intent for cooperation on the project Creation and Development of a Hydrogen Cluster. Also, in April, Rusatom Overseas (a company of the Rosatom State Corporation), Air Liquide, the leading producer of industrial gases, and the Government of the Sakhalin Region signed a memorandum of understanding to explore the possibility of low-carbon hydrogen production in the Sakhalin Region.
