The Norwegian authority Norges Vassdrags og Energidirektorat have rejected an appeal to overturn SeaTwirl’s S2x concession in Norway. The decision can therefore no longer be appealed and SeaTwirl can now progress with the planning and installation of the S2x prototype. SeaTwirl was first awarded the concession together with Marin Energi Testsenter late March 2022. An appeal was filed during the customary preparation period. That has now been rejected and the decision from 2022 has been confirmed by NVE and the Ministry of Oil and Energy. SeaTwirl, together with Marin Energi Testsenter had applied for a concession period of five years. The installation site for S2x is planned to be located in Boknafjorden, northeast of Lauplandsholmen. The facility is to be located approximately 700 meters off the coast with a sea depth of up to 130 meters. The site intended for the installation of S2x was previously a fish farm. It is planned that S2x will be connected to an existing onshore transformer substation, and it has been confirmed that there is sufficient capacity in the transformer substation to handle the power generated. SeaTwirl has already reported that Haugaland Kraft will purchase the electricity produced. SeaTwirl has signed a letter of intent with Westcon Yards for the manufacture and installation of the 1 MW S2x on site in Norway. Westcon Yards is an established player with decades long history in the marine and offshore industry. The company builds ships and performs repairs on ships and offshore structures at modern facilities at four different sites in Norway. Specifically, Westcon has experience from working on structures with similar thickness steel plates, girders, stiffeners, and complexity as the S2x turbine.
