The European Commission has announced that it has initiated an expiry review of the antidumping duty on imports of certain heavy plate of non-alloy or other alloy steel from China. The investigation of a continuation or recurrence of dumping will cover the period from 1 January 2021 to 31 December 2021. The investigation will be concluded within 12 months and in any case no later than 15 months from the date of publication of the notice. The measures currently in force are in the form of ad valorem duties ranging from 65.1% to 73.7%.The analysis of dumping for China employed the representative country methodology u given the distortions that exist in the Chinese steel sector. Brazil was chosen as representative country. The dumping calculation demonstrates that the Chinese exporting producers have continued dumping at margins from 50% to 150%. In addition, the dumping margins based upon Chinese heavy plate exports to large third-country markets range from 38% to 40%. Considering the dumped price levels of heavy plate to Union and third-country markets during the reference period, the spare capacity in China and the attractiveness of the Union market, significant quantities of heavy plate from China would be likely to enter the Union market at dumped price levels should measures be allowed to lapse.The product concerned is flat products of non-alloy or alloy steel (excluding stainless steel, silicon-electrical steel, tool steel and high-speed steel), hot-rolled, not clad, plated or coated, not in coils, of a thickness exceeding 10 mm and of a width of 600 mm or more or of a thickness of 4,75 mm or more but not exceeding 10 mm and of a width of 2 050 mm or more currently falling within CN codes 7208 51 20, 7208 51 91, 7208 51 98, 7208 52 91, ex 7208 90 20, ex 7208 90 80, 7225 40 40, ex 7225 40 60 and ex 7225 99 00.The application for the review was filed by the European Steel Association on behalf of producers representing over 50% of the total current Union production of heavy plate.
