During a speech in Pittsburgh, US President Mr Joe Biden laid out his vision, known as the American Jobs Plan, which focuses on modernizing US infrastructure, improving the nation's competitiveness and addressing climate change. The proposal, which is roughly USD 2 trillion in investment over an eight-year period, calls for

  1. USD 621 billion in transportation infrastructure funding to modernize 20,000 miles of highways and roads, replace 10 of the most economically significant bridges in the US in disrepair, and repair an additional 10,000 bridges. And, it will replace thousands of buses and rail cars, repair hundreds of stations, renew airports, and expand transit and rail into new communities.

  1. Deliver clean drinking water, a renewed electric grid, and high-speed broadband to all Americans. President Biden’s plan will eliminate all lead pipes and service lines in drinking water systems. It will put hundreds of thousands of people to work laying thousands of miles of transmission lines and capping hundreds of thousands of orphan oil and gas wells and abandoned mines. And, it will bring affordable, reliable, high-speed broadband to every American, including the more than 35% of rural Americans who lack access to broadband at minimally acceptable speeds.

  1. Build, preserve, and retrofit more than two million homes and commercial buildings, modernize nation’s schools and child care facilities, and upgrade veterans’ hospitals and federal buildings. President Biden’s plan will create good jobs building, rehabilitating, and retrofitting affordable, accessible, energy efficient, and resilient housing, commercial buildings, schools, and child care facilities all over the country, while also vastly improving our nation’s federal facilities, especially those that serve veterans.

  1. Solidify the infrastructure of care economy by creating jobs and raising wages and benefits for essential home care workers. His plan will provide home and community-based care for individuals who otherwise would need to wait as many as five years to get the services they badly need.

  1. Revitalize manufacturing, secure US supply chains, invest in R&D, and train Americans for the jobs of the future. President Biden’s plan will ensure that the best, diverse minds in America are put to work creating the innovations of the future while creating hundreds of thousands of quality jobs today.

  1. Create good-quality jobs that pay prevailing wages in safe and healthy workplaces while ensuring workers have a free and fair choice to organize, join a union, and bargain collectively with their employers. By ensuring that American taxpayers’ dollars benefit working families and their communities, and not multinational corporations or foreign governments, the plan will require that goods and materials are made in America and shipped on US flag, US crewed vessels.

American Iron and Steel Institute President & CEO Mr Kevin Dempsey said “AISI greatly appreciates President Biden’s commitment to building back better America’s roads, bridges, waterways, rail, electrical grid and other critical infrastructure and doing it with American made steel. American steel production is the cleanest in the world, and the industry is essential to providing sustainable infrastructure solutions and good-paying jobs. Each one billion dollars in infrastructure spending requires about 50,000 net tons of steel, and each trillion dollars invested in infrastructure has the potential to create 11 million jobs in our economy over the next decade. We are pleased that today’s proposal continues strong domestic procurement preferences for federally funded infrastructure projects which are essential to ensuring taxpayer dollars are used to purchase American steel and other made-in-America products.

Aluminum Association President & CEO Mr Tom Dobbins said “We are pleased to see the Biden administration and the Congress focusing on infrastructure investment as the national priority that it is. Aluminum is an essential element to America’s infrastructure future – used widely in the electric grid, solar panels, electric vehicle charging stations and buildings of all kinds. Major investment will also provide a once-in-a-generation opportunity to modernize the nation’s recycling infrastructure, vital to shoring up domestic aluminum supply chains and increasing manufacturing self-sufficiency.
