The US International Trade Commission has determined that revoking the existing antidumping and countervailing duty orders on imports of stainless steel plate in coils from Belgium, South Africa, and Taiwan would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. As a result of the Commission’s affirmative determinations, the existing orders on imports of this product from Belgium, South Africa, and Taiwan will remain in place. The fourth sunset review concerning Stainless Steel Plate from Belgium, South Africa, and Taiwan was instituted on 1 December 2021 on request from ATI Flat Rolled Products Holdings, North American Stainless & Outokumpu Stainless. US DOC determined on 4 April 2022 that revocation of the Orders would be likely to lead to continuation or recurrence of dumping, and the magnitude of the margins of dumping likely to prevail would be weighted-average margins up to the following percentages:Belgium - 8.54%South Africa - 41-63%Taiwan - 10.20%The Uruguay Round Agreements Act requires the Department of Commerce to revoke an antidumping or countervailing duty order, or terminate a suspension agreement, after five years unless the Department of Commerce and the USITC determine that revoking the order or terminating the suspension agreement would be likely to lead to continuation or recurrence of dumping or subsidies and of material injury within a reasonably foreseeable time.
